About the Authors:
William Lucyshyn, is the
Director of Research and a Senior Research Scholar at the Center for Public
Policy and Private Enterprise in the School
of Public Affairs at the University of Maryland. Previously, Mr. Lucyshyn served as a program
manager and the principal technical advisor to the Director, Defense Advanced
Research Projects Agency (DARPA), on the identification, selection, research,
development, and prototype production of advanced technology projects. Prior to this appointment, Mr. Lucyshyn completed
a 25-year career in the US Air Force serving in various operations, staff, and
acquisition positions. Mr. Lucyshyn
received his Bachelor Degree in Engineering Science from the City University of
New York and his Master’s Degree in Nuclear Engineering from the Air Force
Institute of Technology.

Keith F. Snider, is an Associate Professor of Public Administration and Management in the Graduate School
of Business & Public Policy at the Naval
Postgraduate School
in Monterey, California, where he teaches courses related
to defense acquisition management. He
also serves as Principal Investigator for the NPS Acquisition Research Program
and as Academic Associate for resident NPS acquisition curricula.
Professor Snider has a Ph.D. in Public Administration and
Public Affairs from Virginia Polytechnic Institute and State
University, a Master of Science degree
in Operations Research from the Naval Postgraduate School,
and a Bachelor of Science degree from the United
States Military Academy at West Point. He served as a field artillery officer in the
U.S. Army for twenty years, retiring at the rank of Lieutenant Colonel. He is a former member of the Army Acquisition
Corps and a graduate of the Program Manager’s Course at the Defense Systems
Management College.
Professor Snider’s recent publications appear in American Review of Public Administration,
Administration and Society, Administrative Theory & Praxis, Journal of Public Procurement, Acquisition Review Quarterly, and Project Management Journal.
